A constitution only covers the main aspects of the structure and conduct of a society. We need also to formalise more details about how we operate. This assists newly elected committee members to know what their duties and responsibilities are. This ensures we have agreed and established procedures to cover what we do.

It is common to have a Rule Book, which supplements the Constitution. Like the constitution, it should be formally adopted by the members, it should be mandatory to conform to it and it should be changed only by the approval of 2/3 of members present at a meeting to do this. However, it does not have to meet outside constraints and is not required to be submitted to the CC.

The current handbook covers some of these things, but is not sufficiently specific, and covers some things that should not be in such a rule book.
